What is the point in having a rule in football if officials blatantly refuse to enforce it?

We’re not saying Liverpool keepers haven’t stepped off their lines in the past during penalties, but on Sunday – Willy Caballero committed the offence three times – while the onlooking assistant – positioned on the line to check for that exact infringement – flatly ignored it.

Below you’ll see clearly see that Cabellero took a forward step during Lucas, Coutinho and Adam Lallana’s run-up.

He brilliantly saved all three and deserves huge credit for doing so, but we’re more asking the question of why a rule is in place which states a keeper must stay on his line if officials pretend not to see it…?
