John Moss’s exact conversation with assistant Eddie Smart before the first penalty has surfaced today, after it was picked up by the Sky Sports pitch-side microphones.
Shockingly, Moss tells Smart he’s going to award a penalty despite having ‘no idea’ if Lovren touched the ball, having already asked the fourth official via his earpiece if there’s any TV footage he can go on.

Obviously VAR is not sanctioned in the Premier League.
Smart told Moss that it was offside if Lovren hadn’t touched it – but the senior referee seemed fairly confused by the entire event.
When you read this, it’s like Smart is the ref and Moss his linesman… Perhaps that’s why the assistant managed to overrule a decision in the final seconds, too – which results in Spurs getting another spot-kick.
This is awful:

So Moss awards a penalty completely blind, then awards another one despite seeing the incident perfectly. This looks really bad 😡 pic.twitter.com/vud37d3np6
